Существительное relations предполагает отношения не менее чем двух участников и относится как к отдельным людям, так и к группам людей, к странам, к организациям:friendly relations between these countries — дружественные отношения между этими странами.

Существительное terms относится только к личным отношениям между отдельными людьми:I am on good terms with him — Я с ним в хороших отношениях/у меня с ним хорошие отношения.
